PROBLEM TO BE SOLVED: To provide an electrostatic charger capable of removing foreign matter deposited on a wire from an initial stage with lapse of time and preventing generation of uneven electric charge imparted to a photoreceptor. SOLUTION: In the electrostatic charger equipped with a stretched wire 1 and a cleaner 2 which is in slidable contact with the wire 1 to remove foreign matter deposited on the surface of the wire 1, the cleaner 2 has a laminated structure consisting of a soft stock layer 12, an abrasive containing layer 11 and a base material 4 in this order from the end in contact with the wire 1.
