PROBLEM TO BE SOLVED: To prevent a reduction in a protection function, a reduction in soundness of a rodlike support, and the like by a ground surface variation. SOLUTION: A hollow lock bolt 16 is inserted in a support insertion hole 22 deep beyond a frost heaving region L3 of natural ground 12, and the hollow lock bolt is fixed with inner grout 20 and outer grout 30. An elastic tension member 18 of a raw material having tensile strength capable of enduring ground anchorage is inserted in a hollow portion 16a of the hollow steel rod 16, wherein the inner grout 20 integrates an anchorage length portion L1 with the hollow steel rod to form the rodlike support 10. The outer grout 30 fixedly integrates a fixation length portion L5 of the hollow steel rod with the natural ground 12. With the elastic tension member 18 tensed under a given tensile load, a head portion of the elastic tension member extended via a bearing plate 36 on a structure surface is engaged with and held on the bearing plate through threading of a nut 38 or the like to hold a structure 14 fixed on a ground surface 12a.
