PROBLEM TO BE SOLVED: To lift matters by circulating and effectively utilizing the liquid energy requiring for lifting matter by utilizing buoyancy. SOLUTION: The pumping type power generating device is provided with a guide in the inner wall of a water tank, the space between the water tank and a buoyancy tank. The device consists of a floating water part A with the guide stabilizing the vertical movement and the position of the floating water tank, a water wheel type generating part B mounting the water wheel type generator between an upper part water tank and a lower part water tank, and a hydraulic pipe, a pumping part C with the pipe arranging a drainage valve in the floating water tank, and providing a sealed space part on the lower layer of the floating water tank, and a pumping type water supply/ drainage part D providing a water supply/drainage pipe of the water tank, and the pumping pipe.
