PROBLEM TO BE SOLVED: To provide a water-soluble polymer powder of which the dusting is minimized, which scarcely generates static electricity, and which is therefore free from the problem that labor hygiene and working environment are worsened due to the inhalation of the powder to thereby cause a fear of pollution, free from the problem of poor operability, as in metering, due to generation of static electricity, and free from the danger of dust explosion in the worst case, and its manufacturing method. SOLUTION: The water-soluble polymer powder comprises a water-soluble polymer particularly an acrylic acid-based polymer of which at least 90mol% of the constituent monomers comprise acrylic acid and acrylates at a molar ratio of the acrylic acid to the acrylates of (80:20) to (0:100), and a hydrophilic organic compound blended in an amount of 0.5-20pts.mass based on 100pts.mass of the water-soluble polymer.
