PROBLEM TO BE SOLVED: To provide a method for manufacturing a glass member by which glass fine particles are deposited on a starting material in a closed system and not deposited glass fine particles (soot) can be efficiently discharged and the glass member can be manufactured without bringing interruption of operations due to accumulation of the soot in an exhaust tube, and to provide an apparatus for manufacturing the glass member. SOLUTION: In the manufacturing method for the glass member, a glass fine particle removing member having a plate-shaped member is inserted in the exhaust tube, and is rotated around the center axis of the exhaust tube relatively to the exhaust tube and the outside edge of the plate-shaped member is slid on the inner wall of the exhaust tube to remove the fine glass particles stuck to the inner wall of the exhaust tube.
