<P>PROBLEM TO BE SOLVED: To provide a Chinese language phonetic orthography input device which makes inputting the Chinese language easy. <P>SOLUTION: When the phonetic orthography of a Chinese character or combination of Chinese characters which a user wants to input is inputted from an input device 12 of the user's information processing device 11, an input comparison part 140 retrieves a phonetic-orthographical Chinese character and combination of Chinese characters which accord perfectly or partially with the phonetic orthography thus inputted from a database 150, and an output selection part 160 displays the retrieved Chinese character and combination of Chinese characters, as the candidates, in order of their frequencies of use. The user selects the Chinese character and combination of Chinese characters from the candidates to input.
