PROBLEM TO BE SOLVED: To provide a manufacturing method for a seamless belt for fixing to which a toner component substance or calcium carbonate of a paper powder component is hard to stick in repeated heating-fixing cycles, and also, which has a surface being hard to entangle a recording paper. SOLUTION: This seamless belt for fixing has a fluoroplastic release layer on the surface. For a pressure-welding roller for surface processing, at least at one part on the outer periphery, a plurality of at least one kind of recess patterns such as a semi-spherical recess having a depth of 2 to 5μm and a width of 10 to 100μm, continuous recesses having an arc-shape cross section or a triangular cross section, or an intermittent hair line having a depth of 2 to 5μm are formed. Preferably, the seamless belt for fixing is arranged to a location for pinching the seamless belt by cooperating with one of turning rollers on which the belt is stretched, and at least on one part of the outer periphery of the fluorinated carbon resin release layer, a surface shape having a height of 0.5 to 3μm is formed by transferring by pressure-welding.
