PROBLEM TO BE SOLVED: To provide a steel sheet material for a photographic film storage container using a steel sheet material adaptable to environmental regulations, less liable to cause film peeling, and requiring no special control for control of dust removal in a cartridge producing process, and to provide a cartridge produced using the same. SOLUTION: The steel sheet material for a photographic film storage container has a rustproofing coat formed by a treatment with a chemical conversion treating agent containing 0.1-50 g/l at least one sulfur-containing compound selected from the group comprising sulfides, triazine thiol compounds, thiocarbonyl-containing compounds, thiosulfates, and persulfates, 0.1-50 g/l at least one phosphoric acid compound selected from the group comprising phosphates, phosphites, hypophosphites, condensed phosphates, phytic acid compounds, and phosphonic acid compounds, and 1.0-500 g/l water-dispersive silica.
