PROBLEM TO BE SOLVED: To solve a problem that the frequency of the generation of accidental chipping and breakage is increased, as diameters of tools such as a drill and a router are reduced accompanied by the miniaturization of a printed board. SOLUTION: In this drill and router of high toughness used in processing the printed board, compressive residual stress to a surface is enriched by giving a physical and/or physicochemical impact to a part or the whole of the surface of the cemented carbide drill or router manufactured by grinding work or cutting work.
