<P>PROBLEM TO BE SOLVED: To provide a semiconductive roll which is formed with at least a resin tube as a surface layer and is prevented from causing walk of such a level that is a practical problem, and further provide an image forming apparatus using the roll. <P>SOLUTION: The semiconductive roll has an underlayer on the surface of a metal core, and the surface layer formed of at least the resin tube on the surface of the underlayer. The semiconductive roll is formed in such a manner that the underlayer and the surface layer produced in separate processes are covered on the metal core without sticking both layers together.
