MOTION PICTURE ENCODING METHOD AND MOTION PICTURE DECODING METHOD

PROBLEM TO BE SOLVED: To provide a motion picture encoding method and a motion picture decoding method with which encoding efficiency in a direct mode is improved by avoiding deterioration of encoding efficiency of B pictures to be inserted between I pictures or P pictures even when the number of B pictures is increased.

SOLUTION: The method is provided with an encoding control part 110 for rearranging pictures in the order of encoding by determining the encoding order of a plurality of continuous B pictures each held between I pictures or P pictures while taking priority over a picture farthest from an encoded picture when thinking it in display time order, and a mode selecting part 109 for producing a motion vector of an encoding target block by applying scaling to a forward motion vector when the forward motion vector is used for encoding a block at the same position as the encoding target block in a reference picture after an encoding target picture.
