<P>PROBLEM TO BE SOLVED: To enable a vehicle state to be acquired before a driver rides on the vehicle when acquiring a vehicle state by a portable device carried by the driver. <P>SOLUTION: In the case where ID information is received for the first time, in the case where door lock release indication information is received and in the case where idling indication information is received by a portable information receiving antenna 80, the driver is regarded as having intention to ride on the vehicle. In a vehicle start preparatory state information processing device 64, vehicle information is prepared based on the detection information sent from a vehicle state detection device 14 and transmitted. In the portable device 12, vehicle information is received and acquired.
