PROBLEM TO BE SOLVED: To find a substance having a tyrosinase inhibitory effect from high safety natural substances to provide a whitening agent and a tyrosinase inhibitor using the same as an active ingredient, and skin-whitening cosmetics and skin-whitening food and drink which give a skin-whitening effect by incorporating the above substance having a tyrosinase inhibitory effect.

SOLUTION: A water pepper extract is incorporated as an active ingredient of the whitening agent and the tyrosinase inhibitor. The skin-whitening cosmetics and skin-whitening food and drink comprise the water pepper extract.
