<P>PROBLEM TO BE SOLVED: To early restore environment by rapidly and certainly recovering oil by mechanizing and automating the recovery treatment of outflow oil with respect to the oil pollution of the ocean or rivers due to an oil outflow accident. <P>SOLUTION: In the recovery treatment of outflow oil to prevent the oil pollution of the ocean or rivers due to an oil outflow accident, coal is used as an oil adsorbing material.
