PROBLEM TO BE SOLVED: To prevent image scatter caused by pre-transfer during intermediate transfer of an image from an image carrier to an intermediate transfer body, even in a case where a counter bias is applied to a part that is upstream of an intermediate transfer nip and the potential of an image part with toner attached to the surface of an image carrier includes residual potential. SOLUTION: The counter bias blade 35 is disposed in the upstream of and near to the intermediate transfer nip Nt in the direction of the movement of the surface of an intermediate transfer belt so that the leading end of the blade 35 comes into contact with the rear of the intermediate transfer belt. A counter bias (Vt) applied to the counter bias blade has a value that is shifted from the image part potential to a base part potential.
