PROBLEM TO BE SOLVED: To obtain a composition for external use which blocks long-wave ultraviolet rays while usability, stability and the, like are retained. SOLUTION: A solution can be obtained by providing a water-in-oil type emulsion composition comprising components (1) to (3): (1) an oil phase containing ethyl cellulose and a solvent capable of swelling ethyl cellulose; (2) a water-soluble polymer or a polyion complex comprising a cationic cellulose and sodium hyaluronate; (3) bis(resorcinyl)triazine. The emulsified composition is characterized by stably containing bis(resorcinyl)triazine, an ultraviolet absorbent with excellent absorption capacity of long wave ultraviolet rays, in the water-in-oil type emulsion comprising the oil phase (external phase) containing the swollen ethyl cellulose and the water phase (internal phase) containing the water-soluble polymer or the polyion complex and also by having excellent usability and stability.
