<P>PROBLEM TO BE SOLVED: To provide an electrolyte film for a fuel cell which has low cost characteristics and excellent ion-exchangeability, and also to provide a method for manufacturing the film. <P>SOLUTION: A fluorine contained resin film is reformed by irradiating ionizing radiation, and the ionizing radiation and a compound containing a vinyl group are made to act on the reformed film, so that the compound containing the vinyl group is graft-polymerized in its molecule.
