PROBLEM TO BE SOLVED: To simultaneously prevent both of sticking of stains to the optical component of an observation system and the fluctuation of discharge. SOLUTION: An optical fiber discharge fusion splicer is provided with two insulator plates 41 and 42 arranged inside a space between a V groove block 11 and a crank plate 13 for holding one optical fiber 10 and a V groove block 12 and a clamp 14 for holding the other optical fiber so as to hold discharge electrodes 15 and 16 placed in the space there between and moved and back and forth so as to be withdrawn to a position away from the abutting part of the optical fibers 10 when observing the optical fibers and when setting and to be advanced to a cover position to cover a discharge arc 17 between the discharge electrodes 15 and 16 during discharge fusion splice.
