PROBLEM TO BE SOLVED: To provide a charge controlling agent which does not contain harmful metals, easily eliminates the risk of ignition and explosion and has an excellent electrostatic charge impartation effect and a negative charge type toner. SOLUTION: The monoazo iron complex compound is expressed by Formula [1], In the formula, A<SB>1</SB>, A<SB>2</SB>, B<SB>1</SB>, and B<SB>2</SB>denote H, alkyl groups or halogen atoms independently from each other. J denotes H, alkali metal, NH<SB>4</SB>, or alkyl ammonium and may be≥2 kinds thereof. X<SB>1</SB>and X<SB>2</SB>denote H, alkyl groups or halogen atoms independently from each other; Y<SB>1</SB>and Y<SB>2</SB>denote H, alkyl groups or aromatic groups having substituents independently from each other, precluding the case A<SB>1</SB>, A<SB>2</SB>, B<SB>1</SB>, B<SB>2</SB>, X<SB>1</SB>, X<SB>2</SB>, Y<SB>1</SB>, and Y<SB>2</SB>are simultaneously hydrogen.
