PROBLEM TO BE SOLVED: To provide a transmission belt formed by effectively using a rubber sheet, which can not be used in a current one, and improved in flexibility thereof to hinder separation of an interface between belt layers by using the rubber sheet formed by cutting a short fiber-containing rubber sheet, in which orientation of short fiber (in a direction at a right angle against the extruding direction) in an inside and outside surface layers is inferior than that of the inside layer, into a plurality of thin pieces to use it as a compressed rubber layer, and to provide a manufacturing method of the transmission belt. SOLUTION: In this transmission belt provided with an adhesive rubber layer 56 formed by embedding a core 59 along the belt longitudinal direction and the compressed rubber layer formed adjacent to the adhesive rubber layer 56, as the compressed rubber layer 57, two layers of rubber layers 46 and 48 having a different orientation of the short fiber 45 in the cross direction of the belt are used, and the inside surface layer 46 wherein orientation of the short fiber is inferior is arranged on the adhesive rubber layer 56 side.
