PROBLEM TO BE SOLVED: To make voltage variations uniform between a plurality of capacitor cells, in a capacitor storage battery consisting of a plurality of series-connected capacitor cells. SOLUTION: One differential amplifier is provided for each of the capacitor cells to bypass charging current of which the amount corresponds to the terminal voltage of the capacitor cell.
