PROBLEM TO BE SOLVED: To precisely determine stoppage in the case of the fault or stoppage of transmitters or transmission paths as for a fault monitoring system of a loop type transmission path provided with a plurality of transmission paths connected with a plurality of the transmitters in order. SOLUTION: A monitoring apparatus is provided with: a monitoring apparatus provided with a communication function with each transmitter; and a storage device for storing a plurality of tables. The monitoring apparatus is provided with: a connection information table preparation means for preparing and storing a connection information table for managing the connection information of each transmitter; a present state management table preparation means for preparing a present state management table storing state information containing the presence/absence of a fault in each transmitter obtained according to a request for the state information to each transmitter; and a fault determination means for judging whether communication can normally be performed between two specific transmitters on the state of the present state management table.
