PROBLEM TO BE SOLVED: To drastically reduce electric power consumption while maintaining stable data reproduction in a video and sound recording and reproducing device which is mounted with an HDD (hard disk drive) and reproduces the video/sound data recorded on this HDD. SOLUTION: The data transfer rate from an HDD 1 to a buffer memory (DRAM 8) is sufficiently higher than the data transfer rate from the buffer memory to a reproducing section (an MPEG decoder 10). Hence a period in which no trouble is caused arises even if the data transfer from the HDD 1 to the buffer memory is stopped during data reproduction. By utilizing such a period, the HDD 1 is put into a standby state and simultaneously a CPU 13 for controlling the data transfer from the HDD 1 to the buffer memory is also put into the standby state. The HDD 1 and the CPU 13 are thereby intermittently put into the standby state during the data reproduction period and consequently the average electric power consumption is reduced.
