PROBLEM TO BE SOLVED: To provide a functional block design method capable of shortening the development period of a functional block according to an order, and a functional block design device. SOLUTION: The logic design of the memory floor plan blocks 121, 122 to 131, 132, and 133 of a specified data storage capacity and the other fixed blocks 100 other than the memory floor plan blocks 121, 122 to 131, 132 and 133 is performed, and design data by block is prepared according to the logic design. The prepared design data by block is verified that constraint requirements for preparing a CPU macro 100 are always met within the loadable range of a memory block.
