PROBLEM TO BE SOLVED: To provide a soundproofing material having good soundproofing properties and sound insulating properties and further good recyclability and to provide a method for producing the material. SOLUTION: A first nonwoven raw fabric G1 containing thermoplastic fibers mixed therein and a second nonwoven raw fabric G2 containing no or scarcely containing thermoplastic fibers mixed therein are superimposed and subjected to a needle punching treatment with a needle punching apparatus 18. The resultant needle punched fabrics are then heated in a heating chamber 23 to promote melting of the thermoplastic fibers. Furthermore, a cooling treatment is carried out simultaneously with a pressurizing treatment with a pressing apparatus 27 to produce a soundproofing mat. As a result, the soundproofing material having a two-layer structure of a hard tightened shape-retaining layer based on the first nonwoven raw fabric G1 and a cushioning layer based on the second nonwoven raw fabric G2 and having the good soundproofing properties and sound insulating properties is obtained.
