PROBLEM TO BE SOLVED: To provide a bulk communication controller which terminates channel connection in a shorter time when a multiplicity of channels are combined for bulk communication. SOLUTION: The bulk communication controller 1 for combining a plurality of channels between opposing bulk communication control devices 1A and 1B to perform bulk communication includes a means for connecting an H1 channel between the opposing control devices, a means for connecting an H0 channel, and a means for connecting a B channel. The controller realizes bulk connection of [(H1 channel x 1) + (H0 channel x m) + (B channel x n)]. The controller also includes a call setting wait timer and a delay correction data wait timer. The controller opens a channel to which a call cannot be set in a predetermined time, cuts off a channel which could not receive delay correction data in a predetermined time, and executes subsequent connecting operations.
