PURPOSE: An image processing apparatus and an image processing method are provided to eliminate the need of an additional video communication terminal or network by allowing the video communication to be performed through the public network connected from the telephone. CONSTITUTION: An image processing apparatus comprises a wire/radio telephone(100) and a computer(200) connected to the wire/radio telephone. The wire/radio telephone receives the video communication data transmitted from a remote video communication terminal, and transmits, through an external interface(115), the received video communication data and control signal for controlling the operation of the computer to the computer. The computer includes a voice/video separating unit(205) for receiving the control signal and video communication data from the wire/radio telephone, and separating voice and video from the video communication data; a voice codec(201) for decompressing the voice separated from the voice/video separating unit, transmitting the decompressed voice to the wire/radio telephone through the external interface, and compressing the voice transmitted from the wire/radio telephone through the external interface; a video codec(207) for decompressing the video separated from the voice/video separating unit, outputting the decompressed video on a monitor(210), and compressing the video input from a camera(300); and a voice/radio synthesizing unit(203) for synthesizing the compressed voice and video, and transmitting the synthesized voice and video to the wire/radio telephone through the external interface.
