PROBLEM TO BE SOLVED: To provide a passive millimetric wave detecting device capable of constituting economically, and surely detecting a banned article using a millimetric wave detector having not so large sensitivity. SOLUTION: The passive millimetric wave detecting device is characterized in that the banned goods can be detected by an energy difference between a millimetric wave emitted from a test specimen and a reflected millimetric wave of that from the sky reflected by a banned article having a different radiation rate and existing in the test specimen, wherein a reflector is provided so as to reflect the millimetric wave from the sky toward the test specimen.
