PROBLEM TO BE SOLVED: To provide a traffic control system, a traffic control program, a program recording medium, and a traffic control method for providing a stable IP phone service.

SOLUTION: The traffic control system is provided with a call connection control unit 7 for controlling the number of calls connected to an incoming call receiver on the basis of a call number density representing the number of connected calls per unit time that is set to eliminate or prevent a traffic jam.
