PROBLEM TO BE SOLVED: To provide a manufacturing method of an electrode capable of coating an emitter on an electrode outer surface part without coating on an inner surface part of a hollow electrode, and provide a cold-cathode discharge tube equipped with an electrode manufactured with the method. SOLUTION: The hollow electrode 1 is fixed and maintained horizontally to a longitudinal direction by fixing a guide-in metal body 2 to which the hollow electrode 1 is fitted horizontally to a longitudinal direction with a tightening fixture 6. On the other hand, an emitter 5 is pumped up from a liquid tank 9 by a coating jig 8, and then, the emitter 5 is coated on an outer side surface of the hollow electrode 1 by having the coating jig 8 pumping up the emitter 5 come close to the fixed hollow electrode 1 from downward of the hollow electrode 1.
