PROBLEM TO BE SOLVED: To detect a weak higher harmonic current caused by a water tree degradation. SOLUTION: A diagnostic method and a device for degradation of a power cable are composed of: a physical quantity detecting means 2 obtaining the physical quantity correlating with a current flowing through the power cable 1; a fundamental wave component filter means 3 eliminating the component correlating with the fundamental wave current flowing through the power cable 1 among the physical quantities obtained by the physical quantity detecting means 2; the current measuring means 4 obtaining the higher harmonic wave current flowing through the power cable 1 based on the physical quantity, the component of which correlating with the fundamental wave of current flowing through the cable 1 is eliminated by the fundamental component eliminating means 3.
