PROBLEM TO BE SOLVED: To raise production efficiency by reducing a waiting time for a game board to meet a band by a feeding quantity control for the game panel and the band. SOLUTION: By the time the outer band 8 reaches an outer band inserting area 32 from an outer band feeding device 22 by an outer band inserting device 24 through an outer band forming device 23, if the game board 1 has reached a carrying-in area 31 from the set location of a game board detector 51 by three carrying motions by a game board carrying device 21, the game board 1 detected by the game board detector 51 and the outer band 8 taken out from the outer band feeding device 22 meet each other in the outer band inserting area 32.
