A user terminal 12 and an input device in an area 1 are wirelessly connected to the base station 11, a user terminal 22 and an input device 20 in an area 2 are wirelessly connected to the base station 21, and a user terminal N2 and an input terminal N0 in an area N are wirelessly connected to the base station N1. The management/control server uses exclusive notification channels to register users, distribute the registration of positions, and accumulates the states of the areas (shops) and the positions of the terminals in the management/control server.
