<P>PROBLEM TO BE SOLVED: To provide a technology capable of deriving courses for cultivation by determining the capability modes of human resources in workshops such as companies. <P>SOLUTION: This device comprises an input means 1 allowing specific information for specifying objective persons, evaluated values k of knowledge held by the objective persons, evaluated values t of technologies held by the objective persons, and evaluated values w of will held by the objective persons to be inputted therein, a calculation means 2 capable of performing specified calculations based on the evaluated knowledge values k, evaluated technology values t, and evaluated will values w inputted by the input means 1, a storage means 3, an output means 4, and a control means 5.
