PROBLEM TO BE SOLVED: To provide an improved method and device for being used with streaming media application. SOLUTION: A streaming media application to be transmitted on the Internet by using TCP is affected by a variety of fluctuations due to additive increase multiplicative decrease (AIMD) congestion control mechanism of TCP. Thus, the operation rate may be reduced. The operation rate of an available band is enhanced by using logarithm-based rate control algorithm, and/or a transmission rate of streaming media is controlled.
