PROBLEM TO BE SOLVED: To continuously and easily change the phase of a high frequency signal and to manufacture a small-sized and inexpensive apparatus in a phase variation apparatus for high frequency communications. SOLUTION: A magnetic impedance element 3 of a thin film is formed on a dielectric substrate 1, and held with another dielectric substrate 2 between the substrates 1 and 2, and further held with a ground plate 4 of a non-magnetic substance such as aluminum or copper. Namely, in a triplet structure for holding a strip line which is a high frequency signal transmission line vertically (from both sides) between double configurations of a dielectric and a ground conductor, the high frequency transmission line in the triplet structure composed of the magnetic impedance element 3 is further surrounded with the conductor of the non-magnetic substance, for example, with a metallic case composed of aluminum or copper.
