PROBLEM TO BE SOLVED: To provide a recorder in which decrease in the rewritable frequency of a recording medium is suppressed even when the same data is repeatedly recording on the same position of a recording medium. SOLUTION: An optical disk device 101 records modulated data onto a rewritable recording medium and comprises: a modulation section 105 modulating the data in accordance with a specified modulation rule; a parameter value change section 102 changing at least one parameter value of the specified modulation rule; and a recording section 127 recording the modulated data on the recording medium in accordance with the specified modulation rule.
