PROBLEM TO BE SOLVED: To provide a heat exchanger for a water heater capable of preventing the deformation of a tube caused by freezing of hot-water supply water. SOLUTION: This heat exchanger for the water heater is provided with a plurality of tubes 110A arranged almost horizontally in the longitudinal direction to allow the hot-water supply water to flow through inside, and inner fins 120a, 120b disposed in the tube 110A and formed so that uneven cross sections are discretely arranged, and carries out heat exchange between the hot-water supply water and combustion gas flowing outside the tube 110A. Sidewalls 121 of uneven cross sections of the inner fins 120a, 120b are arranged to face almost a top-and-bottom direction in a region below a prescribed position in the top-and-bottom direction of the tube 110A and arranged to face almost a horizontal direction in a region above the prescribed position.
