PROBLEM TO BE SOLVED: To prevent the twisting or jamming of a recording material 19 and the occurrences of image defects by stabilizing a potential difference in a nip N regardless of the type of the recording material 19 or printing conditions, in a fixing device 13 which includes a heat fixing means 51 having an elastic layer 51b and a surface releasing layer 51c on a conductive substrate 51a, the surface of a pressing means 52 in close contact with the heat fixing means 51 being a conductive releasing layer 52c, and applies a bias 59 to the heat fixing means 51 or the pressing means 52, thereby making a potential difference in a direction in which toner T is pressed on the recording material 19 in the nip N. SOLUTION: The thickness of the heat fixing means 51, from the conductive substrate 51a to the surface of the releasing layer 51c, is defined as the range of 0.3 mm to 1 mm. In addition, volume resistivity from the conductive substrate 51a to the surface of the releasing layer 51c at an application voltage of 1kV is defined as≥1×10<SP>15</SP>Ωcm. COPYRIGHT: (C)2004,JPO
