PROBLEM TO BE SOLVED: To provide a packaging container having such a form that an inner container is exactly attached within a frame on a circumference side without distorting the inner container and to provide its manufacturing method. SOLUTION: The step of the frame on the circumference side is formed of an approximately C-letter shaped concave portion opening to the inner container. The circumferential margin of the inner container comprises a horizontal portion and a slanting portion having a tip end connecting to the horizontal portion and turning to the oblique-downward direction or a hanging portion having a tip end turning downward. The slanting portion or the hanging portion is arranged so that it contacts the interior of the step, and an adhesive is given between the downward surface of the slanting portion or the inner side of the hanging portion and the step.
