Optimal information is provided to a wireless device in response to the request message received from the wireless device after determining the location information and communication capacity of the wireless device. The communication requirement is estimated based on the request message. Independent claims are also included for the following: (1) configuring device for configuring wireless device within wireless cell; and (2) wireless device configuring system.
