PURPOSE: A paper inserting apparatus is provided which prevents paper creases and paper twist and senses paper replacement time in advance so that new paper is supplied. CONSTITUTION: The paper inserting apparatus comprises an ascent and descent driving part comprising a pair of first cylinder housings(105) respectively installed at desk(100) of both sides of paper(201), and first piston rod(106) expanded and compressed by the first cylinder housings so that the first piston rod is ascended and descended at a lower part of the desk; a rotation driving part comprising a pair of moving blocks(120) fixed to an end of the first piston rod so that the moving blocks together with the first piston rod are ascended and descended by the first piston rod, a rotation shaft(121) both ends of which are axially connected to the pair of moving blocks respectively, a pair of connecting rods(122) fixed to both ends of the shaft so that the connecting rods together with the shaft are rotated, second piston rod(123) fixed to the connecting rods to rotate the connecting rods as the second piston rods are being expanded and contracted, and second cylinder housing(124) connected to the moving block to expand and contract the second piston rod; and a guide part comprising a pinch roll(130) fixed to the moving blocks to pinch paper so that the pinch roll is positioned in an axial direction of tension reel(150), moving arms(131) which are respectively fixed to the shaft from both sides of the paper so that the moving arms are rotated along with the shaft, and which are bent downward so that an end of the moving arms is positioned at a part lower than the pinch roll, and a guide roll(132) connected to both ends of the moving arms to guide the paper passing through the pinch roll.
