<P>PROBLEM TO BE SOLVED: To provide an insulating composition stable to an internal wiring material for low temperature baking and provided with necessary characteristics. <P>SOLUTION: The insulating composition comprises an inorganic filler and a glass frit composed mainly of metal oxides selected from the group consisting of CaO, ThO<SB>2</SB>, BeO, SrO, MgO, Y<SB>2</SB>O<SB>3</SB>, rare earth oxides, Sc<SB>2</SB>O<SB>3</SB>, BaO, HfO<SB>2</SB>, ZrO<SB>2</SB>, Al<SB>2</SB>O<SB>3</SB>, Li<SB>2</SB>O, TiO, CeO<SB>2</SB>, SiO<SB>2</SB>, B<SB>2</SB>O<SB>3</SB>, Ta<SB>2</SB>O<SB>5</SB>, Cr<SB>2</SB>O<SB>3</SB>, and ZnO.
