<P>PROBLEM TO BE SOLVED: To collect an accurate advertisement rate from a commodity selling company in accordance with the order amount of commodities by making a home page site manager charge the accurate advertisement rate corresponding to the order amount of commodities through banner advertising in an advertisement rate charging system and its charging method. <P>SOLUTION: Commodity order information transmitted from a user's PC 2 by a user (S5) is transmitted from a Web server 4 to a popular site manager's PC 3 (S13) and the PC 3 manages the order amount of commodities on the basis of the order information and charges the advertisement rate of the banner advertising corresponding to the order amount to the commodity selling company.
