<P>PROBLEM TO BE SOLVED: To avoid transient fluctuations of a system frequency, when a generating equipment is stopped. <P>SOLUTION: A power generating equipment 9 and at least one variable-speed flywheel generator 1 are linked together to form a system. When the generating equipment 9 is supplied with an operation stop command, the variable-speed flywheel generator 1 is put in a predetermined standby state.
