<p><P>PROBLEM TO BE SOLVED: To provide an electric power saving system, an electric power saving device, and an electric power saving program capable of reducing the wasteful electric power consumption of a personal computer. <P>SOLUTION: A client PC 2 transmits data indicating the operating state thereof, i.e., a monitor stop time, a hard disk stop time, a monitor stop set time, a hard disk stop set time, and a PC body operating time to a server through the Internet. The server 1 calculates the utilization factor of the client PC based on these data and the power consumptions of a monitor, a hard disk, and a PC body, and displays the utilization factor on a Web page.
