PROBLEM TO BE SOLVED: To attain the permanent use of a vibration control damper while securing the operating performance of the vibration control damper used for the vibration control of a building. SOLUTION: Heat energy emitted from the vibration control damper 3 arranged at each of a large number of structural parts forming the building, to improve the rigidity of the structural part, is absorbed by a heat absorbing means 10 extending to the outside of the structural part while being connected to the vibration control damper 3, and the heat energy absorbed by the heat absorbing means 10 is converted into a heat source by a heat exchanging means disposed outside the structural part.
