PROBLEM TO BE SOLVED: To use a more inexpensive segment member to reduce cost by suppressing internal hydraulic pressure acting on the inner wall of a water storage tunnel in a deep regulating reservoir. SOLUTION: Water in a river is led through a vertical pile 2 into the water storage tunnel 1 constructed underground. When the water storage tunnel 1 is filled with water, a first cutout valve 3 cuts off the inflow of water into the water storage tunnel 1 to create a space B between the water in the water storage tunnel 1 and the water in the vertical pile 2.
