PROBLEM TO BE SOLVED: To provide a tire which satisfies both braking performances on rained roads and steering stability on dry roads at high levels, and to provide a rubber composition which can especially effectively be used as a tread rubber for tires. SOLUTION: This rubber composition is characterized by comprising at least one rubber component selected from natural rubber and dienic synthetic rubbers and sheath-core staple fibers whose core portion material is water-soluble polyvinyl alcohol.
