PROBLEM TO BE SOLVED: To provide a transfer device with a long service life in which the occurrence of transfer failure due to variation in the environment is prevented by preventing the occurrence of variation of volume resistivity in the axial direction of a transfer roll due to the environmental variation and in which the occurrence of transfer failure due to environmental variation is prevented. SOLUTION: A transfer roll BTR in which a cylindrical semi-conductive resin layer 2 formed on the surface of core metal 1 is coated with a water-tight and semi-conductive surface layer 3 is provided with a semi-conductive resin layer 2 in which the axial central part is easily influenced by open air, a semi-conductive resin layer 2 in which the axial end parts is hardly influenced by the open air or a semi-conductive resin layer 2 in which the resistive environment dependency is below a fixed value are provided. Moreover, the transfer device is provided with a transfer roll BTR in which the surface layer 3 is formed by polyimide resin or polyetherimide resin and a transfer roll cleaner CL with a metallic cleaning blade CLb provided with a blade tip part abutting on the transfer roll surface.
